Why don't you write to BXA, as you are required to, and see what the response is?

BTW, I don't think the new regs are actually in force yet - isn't that the 15th?

Double-BTW, it certainly looks like you can do this, and I surely hope you can - perhaps I'll even be able to build E when we're done!
