There are two cases.  If Bob wants his machine to proxy David's
requests, then Bob puts the capability into the clist for the CUproxy
for David on Bob's machine.  If Bob wants David to invoke the capability
directly to Alice, then all Bob can do is ask Alice to put the
capability in the clist for a CUproxy for David on Alice's machine.
