Among the eros-os lists, yes. As it says at 
<http://www.eros-os.org/mailman/listinfo/e-lang>:

"e-lang -- Discussion of E and other capability languages"

Historically, much general cap discussion had also occurred on e-lang, but 
this has now moved to cap-talk.
