Yes, it is similar, but obviously less flexible.

Creating a WWW in which it is unsafe to follow hyperlinks is a
considerable design failure. In my opinion, such a system is no longer
deserving of the term "web". I am trying to design a WWW in which
following hyperlinks is safe.
