My summary:
Overall the paper seems embedded in the idea that security is just  
“one damn thing after another”. Try harder to do the things you  
always said you were trying to do. Look for yet more bad guys and  
whack them. Provide more ways for users to discriminate among sources  
of software, rather than allocate to such software the authority it  
needs.
