[cap-talk] Capabilities - the rub, an account, quick clarification

Quick clarification of something I said that confused a couple people:

CapWiki does not have this feature at this time. It is designed, we know 
approximately how to implement it, but no one is currently committed to 
adding it to CapWiki.
