[cap-talk] Capability Myths Demolished - Managing Shared Name Spaces

I'm reading through the Capability Myths Demolished paper again and
I'm trying to understand some of the finer points to be able to better
reproduce the argumentation on my own.
In the sub-section Designation and Authority, the claim is made that
there are "complex issues involved in managing a shared namespace --
issues rarely acknowledged as a cost of non-capability models." This
is unqualified: what are these issues? Time of use, time of check
issues come to mind but I think the authors had something more in
mind--perhaps a problem of larger scope or an array of subtle
problems. What is this statement referring to?
