[cap-talk] web-calculus for .NET

For the past few months, I've been porting the web-calculus to .NET, and
I'm happy to announce that it's finally stable enough for a general release.

You can see the capability wiki running under my shared hosting account
here:

The strange url is due to the shared ssl cert I'm using at the moment.
