I just ran across "Decision Making in Very Large Networks"
by Peter Denning and Rick Hayes-Roth.

Uses Katrina, the Internet, and Hayek to explain why certain problems need 
decentralized decision making. Seems relevant as we try to wean our field of 
centralized conceptions of "policy".
