Indeed when we were talking to DoD we worked very hard to write so  
they would understand;
to the point that sometimes I could not understand.
I would not take that paper to represent how we talked or thought.
I believe it was, however, an honest description.

I see that the online versions do not ascribe an author.
I think it was written by Bill Frantz or Susan Rajunas, or both.
