Unfortunately, the audio didn't come through on my machine.  There is an
interesting (but clearly incorrect?) definition of
mandatory/discretionary access control on slide 2.

I don't know if these documents are for internal use only, but the
mandatory access control of our web server will keep you from getting
them if they are :)
