The EULA is very clear. It states that:
You cannot run the software **installed on the licensed device**
within a virtual (or otherwise emulated) hardware system**.
What this means is that the copy of Windows that shipped with your
machine is only licensed to run on the machine itself. This does not
preclude purchasing a second copy of Windows to run in a virtual
environment.
Various voices at Microsoft have attempted to "clarify" the EULA to mean
that you are not permitted to run the cheaper versions of Vista in a
virtualized environment. Regardless of what these people believe, the
EULA says what the EULA says.
