As stated, no one actually believes this "law". Normal users regularly
browse untrusted sites with Javascript turned on. Modulo browser bugs
and phishing, they mostly remain safe. (And I doubt anyone thinks
there's a law preventing us from fixing these browser bugs or doing
something about phishing.) Therefore, any attempt to argue against
this "law" would be perceived, correctly IMO, as attacking a straw
man.

Those who quote this law in support of some argument obviously intend
some meaning that excludes sandboxed Javascript. But the law as stated
doesn't support any such exclusion.
