Is that GPL-compatible (in the sense that a combination of code under
the GPL and under this license could be re-released under the GPL)?
It doesn't seem so: the requirement to release with the 12-month grace
clause conflicts with section 2.b of the original GPL.
To make it GPL-compatible, the second sentence should be:
If you are obligated to release code under section 2.b of this license,
you are obligated to release it either under the terms of the unmodified
GNU General Public License (v2 or later), or under the terms of this
license, including the 12-month grace period clause.
