I'd say they're not but that a capability OS is the right platform for
this sort of thing.
I believe that one of the original motivating examples of the NICTA work
on their cap-based L4 (can never remember the different names for theirs
and the European cap-based L4) is for small embedded, mobile systems
such as phones and similar devices.
