If you live in the bay area, I would try the UC Berkeley and
Stanford libraries. I am most familiar with Stanford, which will
let members of the general public use materials in the library, but
not check them out. Every time I have to reference something not
online (like a CCITT standard), I give thanks to Stanford for
making their library available.
One friend of mine has adopted the policy of taking a small digital
camera with him when he goes to the library. He photographs the
pages of the papers he is interested in and then reads them at his
leisure. (Single copies for research purposes probably slides into
the fair use category under all copyright laws.)
