I agree with Bill that it made sense to begin the discussion of
this content about systems, people, and papers as part of this
workshop effort.  I also think it reasonable to move it to
cap-talk.  I hope there is more feed through of this sort.

However ... cap-talk is a much different animal, with
many sometimes confrontational (hopefully in a good
way) discussions of technical positions.  I'm a bit
afraid that these historical discussions may get
lost for some in cap-talk.  I hope we can clarify
the relevant threads for people and still give
everybody a chance for good communication.

I'm not quite sure how to deal with this at this time.
I hope we can work our way into it with good will and
come to a common practice that people are comfortable
with.

I'm cc'ing this message to both cap-conf and cap-talk
in the hopes that people will consider these issues.
I encourage others to cross post, particularly with
items that are of historical interest (for cap-conf
folks who may not feel comfortable diving into cap-talk)
but may also be of technical interest (particularly
for cap-talk folks).

The outreach to people who have been historically involved
in architecting and developing capability systems I think
holds interest for both lists - at least at this point.
