I don't know about P-1935, but I was just told about the review of a National Academy study.  A 200 page draft generated over 900 pages of comments from reviewers.  Each comment required supporting documentation.  The same for each response to the comment.  If the reviewer and author could not reach agreement, both opinions were included in the final report.  That's a better review than I've ever gotten on a paper submission.
