They were not scholarly because neither was produced by a scholarly
process or a scholarly institution. IDA is a think tank whose job is to
produce position papers. TCSEC (and CC) resulted from a process of
political and technical compromise, and both were explicitly framed as
attempting to consolidate the existing, well-established state of the
art.
