Assume that most people in your community are tech savvy enough to use  
the web.  It has to be simple and practically free to obtain and use  
the public/private key pair--that is, built into the hardware/ 
operating system/web.

Assume that some people in your community are tech savvy enough to  
obtain and use more than one public/private key pair...say on a  
different computer than they might normally use.

Assume that the community is open to everyone on the internet.

I understand that many IM systems now have identity verification.   
What happens to that when I reformat my disk to install a new  
operating system?  Can I retrieve my identity from my OS vendor or my  
internet provider from over the web?  How much do I have to pay to do  
this?
