My wife Peri runs Google Maps on her Palm Treo 600. She thinks she
downloaded it directly from Google using the built-in cell
phone[1]. I don't think it keeps any significant user data, and
just uses map data from the server.

Even more of a conjecture is the thought that the reason Google
announced a cell phone OS called Android
<http://www.openhandsetalliance.com/android_overview.html> is
because certain cell carriers would not let it download the Google
Maps software into cell phones on their networks.
