[cap-talk] web-key related work

I plan to submit the web-key paper to another conference this week,
and so have been reworking it to address some of the comments from the
WWW 2008 reviewers. I only have about half a page to work with, so the
only major addition is a "Related Work" section. I'ld appreciate
feedback on this new section, and the paper as a whole. The new
