In the past few years, I've been able to gradually grasp an
understanding of capabilities in part because of the online availability
of research and technical papers on the subject.

To ensure their wide, uninterrupted and perpetual availability, may I
suggest their authors put them on arXiv[1]?

Clearly any defended thesis and peer-reviewed paper can be submitted.
Probably some other kinds of papers can be (there have been papers
accepted without peer review, in mathematics) as well.

This could also make establishing a capability bibliography a little
easier (any arXiv link can be trusted to be valid a very long time).
