We use Confluence at work.  I am unsure of its access control, but my understanding is that you can create groups that only people in the group can search and modify pages for.

Outside of the horror that is TWiki, mainstream wikis (mostly by 
design) do not incorporate detailed access controls. You might wish to 
reconsider whether such control is strictly*necessary.

MediaWiki, for instance, lets you trivially "protect" a page from 
being edited by anyone other than members of the sysop group. Along 
with the ability to automatically "watch" pages you select for any 
changes, this turns out to be adequate for almost everyone. Are you 
sufficiently convinced you need fine-grained access control that 
you're unwilling to even try this?

To reiterate my offer, I'm happy to host and maintain the wiki for you 
as I do for several other open source projects, including dealing with 
upgrades.

What do you mean by this?

MediaWiki supports this model. You can create an internal namespace 
and only grant certain members access to it, and you can use the 
protection mechanism to only allow official members to edit "official" 
documentation (while still letting anyone comment on it).
