I have not tracked this thread, but it's subject suggests a
misunderstanding.

The dynamic authority of a principal can increase.

The static authority, of a principal, cannot, in principle, increase,
unless that increase occurs through the action of a trusted program
(i.e. one whose actions were removed from the authority flow analysis).
