I think you are thinking of Chip's statement to the effect that Object and
Relational database both have useful properties, but are irreconcilable. (I
chimed in with a comment to the effect that the same comment applies to
floating point and integer numbers.)

I can't think of anything fundamental preventing you from using
capabilities to authorize access to views in a relational database. (My
ignorance of database terminology is showing, or I would give more
examples.)
