The context of the discussion seems to have been lost here. Instances of
the program don't have any initial rights to the file. "Save As" saves the
rights to the file (in the form of a capability) under a name that has
meaning to the user; the powerbox dialog is one way of getting them back,
normally for a different instance. This is all consistent with POLA.
I don't know why you say this has something to do with some formats being
proprietary.
