Please don't be so quick to give us this credit. Dean & I coined the term in
reaction to so-called "Netscape Capabilities", which, btw, might be a good
enough counter-example to satify Matej. I came up with the "permission" vs
"authority" split only years later while writing Paradigm Regained.
Substantive issues aside until I have time to think, on historical grounds
alone, there's no reason to expect these terminology choices were made
consistently.
