Webkeys need bookmarks. Webkeys plus bookmarks are more like buddies in an IM buddy list than bookmarks in a favorites list. Managing buddy lists requires special user interface that knows that what it is dealing with are buddies. Asking the user to manually manage bookmark lists that have not-quite-bookmark like behavior is not going to fly.
