Except GC can be mostly done on idle threads,  and in a lot of cases you
have both VM and GC.

Note GC's kind of destroy LRU algorithms by visiting every page during a
scan and will steal less active pages from non GC apps. So a GC with no
paging ( just like a cache ) is kind of attractive.
