I can't speak to any proposals that were presented before I joined the
Chrome team, but I can say that since at least two people on this
thread have @chromium.org accounts, it is getting at least some
traction. The question of how to grant access to local devices (which
what is driving this whole discussion) is understood to be a big
problem in Chrome-land. If the proposal solves this problem in a way
that is deemed usable, I'm pretty sure it'll get a real hearing.

You probably can't implement a solution to the local device access
problem without browser help though (the support just isn't there).
