[cap-talk] Server cut-over, brief list delay

Some time tomorrow, the server that hosts the bitc-dev, e-lang, and cap-talk
lists will be migrated to a new machine. Messages sent to these lists during
the cutover may experience a short delay before they are propagated.

For most people, the cutover delay should not exceed five minutes. If there
is a mis-configured DNS cache between us and you, the delay may be as much
as 24 hours.
