You're absolutely correct.  This problem had nothing to do with XML but had to
do with my own build environment.  (Specifically: I had updated the
"branch_stable" tag on one CVS module but not on another.)

You can tell that I'm just bitter about the unnecessary hassles that XML has
caused me and I easily leap to the conclusion that it is doing it again...
