I agree with MarcS on this point. The question is, what does "strongly
secure" mean. We can export a system which uses strong encryption to
protect authorization, i.e. capabilities. We can't export a system which
uses strong encryption to protect the privacy of user specified messages.
Is the second system "strongly secure"? Using it for financial
transactions would be safe from spoofing, but any line tapper would know
about the transaction. (The authority to spend would be protected, the
amount would not be protected.)
