It sounds like this is an attempt to standardize a protocol for
transferring the data you need for a credit card transaction.  As such, it
ignores the significant market which does not qualify for credit cards.
One of the important segments of this market is teenagers, a well healed,
free spending group that can not today participate in net commerce without
the help of their parents.
