[Chip Morningstar asks]

I'm curious as to what granularity of a version upgrade they would consider
to
require re-review. That is, if one wants to put out a new version every few
days (following the "release early, release often" principle), does this
mean
that one has to have a continuous pipeline of releases flowing through the
BXA?

[My answer]

I have no specific data to answer your question. Based on the conversation
I've had, my *guess* is that new classification is not required unless the
new release introduces a conflict with some *new* export restriction.

In particular, I suspect that for threshold things like "exceeding B2" you
are either controlled or not. If controlled, you are either licensed or
not.
