I agree, and will do so before actually planning to add this as a primitive. 
 For the moment, it's a hypothetical primitive to make the next steps in 
developing the Active Invocation Certificate idea clearer, as we'll soon 
see.  Note that I am also not planning to add Active Invocation Certificate 
to E in any near term.  I'm making the proposal in order to explore the 
issues, and ensure that we're not doing anything now that would conflict 
with this direction.
