[E-Lang] IEEE Rounding Modes in Java

I just checked with a person who wrote an extensive numerical package in
Java for netlib.  To the best of his knowledge, there is indeed no way to
control rounding modes from Java, no one has written native calls to do so,
and the JSR floating point proposal is addressing the use of fused
multiply-add but not rounding modes.  In other words, the situation for Java
floating point is bleak and not likely to improve any time soon.
