Oops, not true. If the one who would deny service also drops the remote
reference to the whenMoreResolved argument (the WhenResolvedReactor), then
the vat-crossing reference to it will be gc'ed, and a subsequent partition
won't invoke its reactToLostClient method. This doesn't change any of the
correctness and incorrectness statements made in the previous email, but we
do lose a pleasant irony.
