On rereading this paragraph, it sounds like I'm contrasting this proposal 
with Alan's.  Actually, the "more" above is supposed to mean "more ... than 
the current semantics".  As the rest of the note makes clear, I think this 
proposal and Alan's are complementary, not conflicting.
