Speaking for myself, I would appreciate read-only access to the CVS tree even
if MarkM is the only person with write-access.  This helps me start learning
the code, to roll forward and backward in order to test and debug, and to
write patches for my own use or to submit to MarkM.  In fact the lack of CVS
read access is a deterrent to writing patches, even if they are for my own
experimentation.

In Mojo Nation, only a few people have write access to the CVS repository, and
we fold in patches submitted by others through e-mail.  Those others depend
heavily on their read access to CVS.

I can recommend SourceForge.  They provide you with a CVS server that is
almost always up (not "life or death mission critical" kind of uptime, but
probably better than a CVS server maintained by one of us), a nice web
interface to browse the cvs repository, and lots of other features which might
want but don't have to use.

For the most part, Mojo Nation uses SourceForge for only two features: cvs
server, and registering our project in the software database they have there
(called "The Trove"), so that others can find it.

When I am looking into a new open source project, if it is a sourceforge
project (*and* if it has actual code instead of just ideas), then this makes
me more comfortable and I feel more familiar with the project before I've even
started.

It's a social thing, I think.  It's like meeting someone and finding out that
they are from your neighborhood.
