[e-lang] Content Complete, Ready for Comments

At <http://www.erights.org/talks/promises/paper/index.html> is a 
content-complete draft of the TGC paper. It's still very rough -- Dean hasn't 
yet made his editing pass -- but this version does say everything I wanted 
this paper to say, even if it doesn't yet say it well.

The paper is due on 7/3, so quick comments would again be greatly appreciated. 
Neither Dean nor I know LaTeX well, so further LaTeX help and advice would 
again be great.

The length limit for this paper turns out to be 35 pages! The current draft 
still leaves more than 3/4 of a page to spare. As we trim further fat, we'd 
like to use the extra space for more illustrations.
