[e-lang] E 0.8.x is deprecated. Long live E 0.9.x!

Announcing the pair E 0.8.37f and E 0.9.0a. This pair of releases is identical
except for their declared version number. Since this is major version number
change, they also differ regarding the default syntax which applies to E code
that does not declare its major version.

These releases also fix the end-of-file-without-newline bugs Kevin recently
reported. They also contain contributions from Kevin enabling several of the
built-in slots to be used with call-patterns.
