[e-lang] The Rule of least power

There was a recent discussion on the xml-dev list about the Rule of
Least Power http://www.w3.org/2001/tag/doc/leastPower , it struck me
towards the end of the thread that while the concept of 'power' is not
adequately defined in this document that what it most closely related
to was capability, at least insofar as Security was involved.
