[e-lang] Subversion Repository up

Dean is running a subversion server into which I've checked in all the old E 
versions I found, from 0.8.4 up to the present 0.8.37a. I've also checked in 
the erights.org web site.

The current temporary URI for this is

     svn://71-36-42-47.tukw.qwest.net/erights

In other words, to check things out, do

     $ svn co svn://71-36-42-47.tukw.qwest.net/erights

Dean is presently working towards having this be available for real at the domain

     svn.synchrona.com

so when the above stops working, try that domain instead.

Hopefully, this will make it easier to coordinate the contribution, approval, 
and incorporation of submitted changes. Currently, Kevin, Dean, and I have 
commit authority.

I'm still getting my subversion feet wet, so please be patient with us when 
you first submit changes for us to examine. Thanks.
