[e-lang] Source control for E?

In hindsight this is probably fairly ambitious, however it might be more
viable if one were to borrow the backend from an already existing RCS
(eg. Monotone or whatever) and then add the distribution /
decentralisation support using E.

In any case, the suggestion was certainly tinged with a little irony and
was perhaps slightly tongue in cheek, because I agree that writing an
RCS is no simple task and would likely distract heavily from further E
development.
