[e-lang] Announcing E 0.8.37d: Adopting Dean's suggested Term-tree coercion rules

E-on-Java implementations starting with 0.8.37c now recognize

     pragma.syntax("0.8")

and

     pragma.syntax("0.9")

All E sources in the source tree and on erights.org are tagged with one or the 
other. All your outstanding E sources should likewise be converted, enabling 
the upcoming switch of the default rules from 0.8 to 0.9 to be painless.

The main thing about 0.8.37d is it implements the Term-tree coercion rules 
suggested by Dean
