[e-lang] Version 1.0 of Joe-E library released

Hi Adrian,

Thanks for pushing this work to 1.0. This is a great milestone.

I'm just back from a trip, so don't have much feedback yet, but here
are a couple Javadoc warnings:

.\org\joe_e\ErrorHandler.java:18: warning - @param argument "error" is
not a parameter name.
.\org\joe_e\file\Filesystem.java:41: warning - @throw is an unknown tag.

The fixes are the obvious ones.
