[e-lang] Announcement: Multiple vats in E-on-CL

E-on-CL now has an inter-vat (but within a process) comm system, and  
so user-level creation of multiple vats in a process has been enabled.

As yet, the comm system has not been tested thoroughly, there is no  
support for shutting down vats, and there is only one runner (thread).

I would appreciate anyone testing, or providing tests for, multivat  
operation; especially, tricky cases for the comm system.
