[e-lang] First draft Emily release

Thanks to the efforts of Marc Stiegler and the generosity of Hewlett
Packard, Emily is now open sourced under the MIT X License and
available at <http://erights.org/download/emily/>. Note that this
download contains edited files from the OCaml system. Those files
retain their LGPL copyright notice.
